Be sure you have first completed Step 1
Step 2- Now you will need to submit your Channel for review (approval) by Amazon.
Click on the Dashboard from the top menus
Click on the 'Actions' button in the skill (the Channel that you created from Step 1 - Creating a Flash Briefing) which you want to upload to the Amazon developer account.
Click 'upload to Amazon'

Connect with Amazon screen will be displayed when you click on the upload button.
Click on the Connect with Amazon button to connect.
Sign in pop up will be displayed where you can enter the Amazon account login details.
After signing in to the Amazon account, a success notification will be displayed as shown in the image below.

Step 3 - Next, choose 'Submit for Review.'
Submit for Review option will be displayed only after the skill is uploaded to Amazon.
To submit the skill for review, click on the Actions button >> Submit for Review
Note: To make a skill live in Alexa store, skill need to be submitted for review. Alexa team will review the skill and approve

Connect with Amazon screen will be displayed when you click on the Submit for Review button.
Click on the Connect with Amazon button to connect
Sign in pop up will be displayed where you can enter the Amazon account login details.
After signing in to the account, a success notification will be displayed as " Your Skill Submitted for Review Successfully. Your skill will be approved by Amazon within 24 hours. Then it will be made live on Alexa store."

After submitting the skill for review successfully, the status will be changed to "In Review" as shown in the image below.

To check the status of a skill, click on the "Review Status" option
